I can't seem to make a good fish for Daren's rainbow. Can I use a perfect herb fish instead?

Yes, anything above Good still works - Perfect or Shining is fine. The only thing that isn't acceptable is Decent Herb Fish.
I don't know what you're doing to get Perfect, but I used four relatively common fish (from Caramel Falls) and one random herb to make Good Herb Fish. Maybe you used rarer fish than was necessary - like Salmon?
